It's from La Blue Girl Episode 3. It's the only highlight in an episode where women are raped to death by a guy with a killer dick. She only transforms a few times across 3 series.

I should have figured this already passed under the radar here. I'm still new to the community, not sure what has and hasn't been commonly discovered yet.
