This is how doctors size saline implants properly, they place the inplants unfilled, then fill them with air until they're the right size. Then they deflate them and add the same amount of saline. So there's no air going into the body, just the implant.

Into live arteries or veins, yes, it'd normally induce an embolism. It looks more like they're using it as a replacement for saline, which should be safer, as its mere presence between skin shouldn't cause toxic shock unlike its conventional counterpart.
