It's on purpose: the base drawings are drawn with the pixelated pencil tool, so leaving it on Low Quality makes the animated parts pixelated too, and blend in more. If you go High Quality, you see smooth vectored breasts pasted on top of a pixelated base image, so it looks off.

Yep, this. The first frame of the animation is coded to set the movie to low quality and disable scaling for stylistic reasons (I happen to dig pixels as well).
