The system needed to be reformed, as there are lots of faults with it. No one side should take the sole blame in it, it's just that there is a system established that's not equipped to deal with the situation in the country. That doesn't mean any reform is good reform, I think there are some issues that definitely need looking at.

We have a growing deficiency in primary care doctors (ie: the normal doctor you go to) because the growing costs in med school aren't being compensated enough by the market, doctors are driven into specialties that take them away from normal patient care. While having a large amount of specialists are nice, we need primary care doctors for all the everyday health issues.

There's a big cultural issue. Americans have a lot of self-destructive habits. If we don't get the country to change these habits, we're just going to keep costing ourselves more and more.

Not really, because liposuction isn't a treatment for being overweight or obese, it's a cosmetic surgery that removes stubborn pockets of fat to help shape the body. Removing enough fat to make it a viable weight-loss solution is not only extremely complicated, but quite dangerous. Hospitals already garnish the wages of people that can't afford to save up money to pay off their debts.

What's stopping the IRS from doing the same?

Actually, it's a tax rebate for having health insurance instead of an explicit fine for not. I guess if you owed taxes due to not having enough withheld and don't receive the rebate you could refuse/fail to pay. Then it's just a matter of taxes where you can get liens or garnishment, but I'd think it wouldn't be grounds for tax evasion charges and imprisonment.
